Much of transport economic analysis is developed within a static framework. For instance, in evaluation of an infrastructure investment, once an overall time scenario of economic evolution is set up, the analysis often proceeds on the basis of a calibrated static model on how travellers or shippers choose a transport solution (mode, means, route) at a set of successive points of time given the decision parameters (price, income, congestion, etc.) and matrixes of origin and destination as forecast within the time scenario (business as usual, high or low growth, etc.).
